Private think tank La Liga Policy Institute recommends that for people to totally go into organic, it should raise consumer awareness which is marketing. La Liga says there is much to be gained in enhancing the labeling, standards and certification of organic products and byproducts to sustain ecological agriculture. 

La Liga managing director Roland Cabigas said that a concrete labeling system with clear government check mechanism for the validity of labels, the promotion of organic products and byproducts would boost trading system that would benefit more consumers and producers. This means developing labels and standards that range from organic, semi-organic, organically grown, naturally farmed, pesticide free or less chemicals.  Read more here.

A STUDY conducted by the La Liga Policy Institute (La Liga), which acts as convening organization of the Alternative Budget Initiative (ABI), revealed a discrepancy in the funds available for better air quality and renewable-energy (RE) development.  

The group, in its recent report as part of its “Budget Tracking and Reforms for Clean Air and Renewable Energy” project in partnership with the British Embassy Manila in Quezon City, said there is a discrepancy of P86.7 million between the report of actual collection and remittance by the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) and the Land Transportation Office (LTO) with the amount certified by the Bureau of Treasury (BTr).

Based on the 2004-2007 National Air Quality Status Report released in 2009, some P189,994,118.62 was deposited to the BTr by the two agencies. As of March 2009, the fund was reported to have reached P229,147,894.30. Read more here

MANILA, Philippines — The business sector must be encouraged to work in tandem with government in disaster risk reduction and climate change adaptation efforts to prevent business losses and economic development setbacks resulting from massive disasters.

Senator Loren Legarda, Chairman of the Committee on Climate Change, issued the statement following the announcement by insurance firm Lloyds of London, a 324-year-old specialist insurance market, of $7.4 billion worth of ca-tastrophe claims in 2011, the largest catastrophe claims in their history.

This was attributed to the flooding in Australia, earthquake in New Zealand, earthquake and tsunami in Japan and flooding in Thailand in 2011. “Such statistics on losses due to disasters should not come as a surprise. The 2010 Asia Pacific Disaster Report revealed that in the Philippines, the number of disaster events have increased three times in the last 30 years," she said.

While the reported number of deaths has slightly decreased, the economic losses from these events have increased by more than eighteen-fold,” Legarda pointed out. Read more here.

As the whole world switches off lights on Saturday night in observance of Earth Hour, a socio-economic think tank has chided the government for its failure to fully use funds that are supposed to be available to improve air quality and develop environment-friendly renewable energy sources.

Indeed, for all its avowed commitment to environmental protection and preservation, the Aquino administration is woefully remiss in its fiscal responsibility of funding urgent environmental projects to address the challenges and threats of climate change.

In short, it has to “walk the talk,” so to speak, on the ecological front.

La Liga Policy Institute managing director Roland Cabigas said government resources such as the Air Quality Management Fund and the Renewable Energy Trust Fund can be used to help improve air quality and promote renewable energy -- two of the most pressing issues the country is currently facing. ALAMINOS CITY—Four local government units (LGUs) in western Pangasinan have formalized the integration of the Millennium Development Goals (MDG) in their annual investment plan for 2012.

Alaminos City and the municipalities of Bani, Burgos and Dasol have allocated funds for various MDG-related programs and projects from their respective 20 percent development funds next year.

Roland Cabigas, managing director of the La Liga Policy Institute said the three municipalities alone have set aside almost P200 million for MDG projects, which are geared towards improving the delivery of basic social services for the poorest of the poor in their respective localities. ALAMINOS CITY ,Philippines – Four local government units (LGUs) in western Pangasinan have allocated funds for various Millennium Development Goal (MDG)-related programs and projects totaling almost P200-million for implementation this year.

Alaminos City and the municipalities of Bani, Burgos and Dasol have formalized the integration of MDGs in their annual investment plans (AIPs) for 2012, trailblazing MDG localization through programs, projects and budget in Region 1.

Alaminos City set aside P112 million for MDG-related programs representing 35.5 percent of the city’s total proposed budget for 2012 dedicated to eradicating extreme poverty.

Bani has allocated a total of P61.6 million for various MDG-related programs, representing 73.70 percent of the town’s total budget.

On the other hand, Burgos approved a total of P13.7 million for various MDG-related programs representing 25.51 percent of their total budget.

The salt-producing town of Dasol has allocated P10.3 million for the same purpose.

ORGANIC farming advocates urged President Benigno Simeon Aquino III on Tuesday to take the lead in implementing the National Organic Agriculture Program to scale up production areas for safe, healthy foods and food products through organic farming.

Roland Cabigas, managing director of the La Liga Policy Institute (La Liga) and a convener of the Go Organic! Philippines (Go Organic!) said Aquino and the country’s food czar, Agriculture Secretary Proceso Alcala, should act with dispatch to implement the six-year program and target the conversion of more conventional farms into organic farm sites.

MANILA, Philippines — Fertilizing are major inputs for agricultural productivity. The use of petroleum-based  chemical fertilizers has, however, increased farm production costs and reduced farmers’ income. Organic farming is now being promoted by the government to improve farm profitability as well as protect the environment.

Republic Act 10068, the Organic Agriculture Act of 2010, recognizes the urgency of shifting to a sustainable organic and ecological agriculture model to increase rice production and productivity, boosts farmers’ income, promote better health for farmers and enrich soil fertility. The government has proposed R972.2 million in the Department of Agriculture budget for 2012 to boost support for organic farming. Read more here

Program readies farmers for organic rice production PDF Print E-mail

 ALAMINOS CITY—Farmers in this city and three western Pangasinan towns have started planting organic rice this week, the culmination of their training to become organic rice suppliers of the province.

The farmers’ training was funded with P3.5 million from the Department of Agriculture.

In October, the farmers underwent a four-week course in organic fertilizer production that consisted of lessons in Japanese bokashi composting, fermentation and vermicasting (earthworm droppings) before they applied their lessons on planting and nurturing organic rice for the next 11 weeks.

Nenita Victo of the La Liga Policy Institute, who supervised the training, said 105 farmers from Alaminos, 116 from Bani, 40 from Burgos and 85 from Dasol turned up for the sessions. Read more here
