MANILA BULLETIN EDITORIAL November 23, 2011 MANILA, Philippines — Fertilizing are major inputs for agricultural productivity. The use of petroleum-based chemical fertilizers has, however, increased farm production costs and reduced farmers’ income. Organic farming is now being promoted by the government to improve farm profitability as well as protect the environment.
Republic Act 10068, the Organic Agriculture Act of 2010, recognizes the urgency of shifting to a sustainable organic and ecological agriculture model to increase rice production and productivity, boosts farmers’ income, promote better health for farmers and enrich soil fertility. The government has proposed R972.2 million in the Department of Agriculture budget for 2012 to boost support for organic farming. Read more here |

PHILIPPINE DAILY INQUIRER November 10, 2011 Private think tank La Liga Policy Institute (La Liga) welcomed the government’s commitment to allocate 2 percent of the Department of Agriculture’s (DA) annual budget for organic farming programs and urged its “timely” release. La Liga managing director Roland Cabigas said in a statement, “This policy pronouncement and marching order from no less than President Aquino himself should signal the start of the shift to environment-friendly food production practices, wherein food self-sufficiency and environmental sustainability are given equal importance.” Read more here |

MANILA BULLETIN November 10, 2011 MANILA, Philippines — The La Liga Policy Institute (La Liga) has welcomed the pledge of President Aquino to spend 2 percent of the annual budget of the Department of Agriculture (DA) to promote organic agriculture. La Liga managing director Roland Cabigas said Aquino has already ordered Agriculture Secretary Proceso J. Alcala to deliver the goods to organic farming projects being pursued by the DA and private sector. “This policy pronouncement and marching order from no less than President Aquino himself should signal the start of the shift to environment-friendly food production practices, wherein food self-sufficiency and environmental sustainability are given equal importance,” Cabigas said. Program readies farmers for organic rice production |

PHILIPPINE DAILY INQUIRER November 2, 2011 ALAMINOS CITY—Farmers in this city and three western Pangasinan towns have started planting organic rice this week, the culmination of their training to become organic rice suppliers of the province. The farmers’ training was funded with P3.5 million from the Department of Agriculture. In October, the farmers underwent a four-week course in organic fertilizer production that consisted of lessons in Japanese bokashi composting, fermentation and vermicasting (earthworm droppings) before they applied their lessons on planting and nurturing organic rice for the next 11 weeks. Nenita Victo of the La Liga Policy Institute, who supervised the training, said 105 farmers from Alaminos, 116 from Bani, 40 from Burgos and 85 from Dasol turned up for the sessions. Read more here |

4 LGUs pool together targets against poverty |

PHILIPPINE DAILY INQUIRER October 28, 2011 Four local government units (LGUs) in Pangasinan have expressed confidence they would achieve the Millennium Development Goals (MDGs) by 2015 in a bid to address poverty and other issues and problems facing them. Mayors Hernani Braganza of Alaminos City, Marcelo Navarro of Bani, Alberto Guiang of Burgos and Noel Nacar of Dasol said they have put their MDGs together in their development agenda and integrated their projects in their respective annual annual investment plan starting 2012. MDGs are a set of goals and targets, which more than 180 heads of state, including that of the Philippines, committed to pursue in 2000, as part of the United Nation’s Millennium Declaration by 2015. THE MANILA TIMES October 9, 2011 By: La Liga Policy Institute A total of P100 billion has been tagged by budget activists in the 2012 National Expenditure Program as potential climate change-related funds which can be used to strengthen the country’s institutional capacity to adapt to climate change next year. Jonathan Ronquillo, environment campaigner of the La Liga Policy Institute (La Liga) said the total amount was tagged from different budget line items across 14 different departments, agencies and bureaus with climate change mandates. The group believes that such budget should be released on time, and used according to their purpose, to strengthen the country’s adaptive and coping capacity to the worse type of natural and man-made disasters. The La Liga Policy Institute (La Liga) made the call as Typhoon Pedring wrought havoc in Luzon last week, with estimated damage to properties and agriculture, reaching at least P1 billion. The DENR is partnering with the development policy research and advocacy nongovernmental organization La Liga Policy Institute (La Liga) to help facilitate and organize the dialogue under the project dubbed “Adaptayo.” Adaptayo is an information, education, communication and advocacy campaign funded by the United Nations through the Millennium Development Goals Fund. 400K hectares of rice land eyed for organic-farm conversion |

BUSINESSMIRROR September 14, 2011 ORGANIC farming advocates are eyeing the conversion of at least 400,000 hectares of agricultural land devoted to rice production into organic farm sites by 2016. Roland Cabigas, managing director of the La Liga Policy Institute (La Liga) and a convener of Go Organic! Philippines, said the figure represents 10 percent of the country’s total 4 million hectares of land devoted to rice production alone. The target, he said, was proposed by La Liga during the first of a series of consultation with various stakeholders in the Ilocos region (region 1) organized by the Department of Agriculture (DA)—Regional Field Unit 1 at the DBM Regional Center in San Fernando, La Union last week. Our job is to uphold the public interest and hold public officials to account for their inaction or excesses. We have consistently supported the Ecowaste Coalition, Greenpeace, and even the La Liga Policy Institute in so many health, environmental, and developmental advocacies in pursuit of sustainable development and efficient resource management. MANILA BULLETIN September 1, 2011 MANILA, Philippines — The La Liga Policy Institute (La Liga) is supporting calls for local government units (LGUs) to integrate climate change adaptation (CCA) and disaster risk reduction (DRR) plans in their annual investment plans (AIPs). La Liga environmental campaigner Jonathan Ronquillo said by doing so, LGUs can enhance their resilience against the deleterious impact of climate change.
